IMPERIAL BEACH — Construction began this month for a much-needed shopping center in Imperial Beach following more than a decade of delays.

The long-awaited 45,000-square-foot Breakwater Town Center is a public/private partnership between Sudberry Properties and Imperial Beach.

The first phase is scheduled for completion in late 2017 and will be anchored by Grocery Outlet.

The near 5-acre site extends over a three-block area on state Route 75/Palm Avenue, the main road connecting to the Silver Strand and Coronado.

“This is not just an economic development project, this is a community investment and neighborhood improvement project,” said Imperial Beach Mayor Serge Dedina.
